If you are trying to set these settings for the JAPI issue ,More over the below settings would be for 15 minutes which are on high end, 

instead we can set this to 600K milliseconds which is equal to 10 minutes.

Linux :

Financial Reporting Parameters

• Update the Financial Reporting parameters globally can be set as highlighted
• ·         To update HFR Config setting for Annotations
• ·         Run the FRConfig.sh  utility from the Path indicated

“/u01/app/oracle/product/hypdev/fmw/EPMSystem11R1/products/financialreporting/bin”

·         Don’t close the “JConsole” window

·         Click on >hyperion

           >Financial Reporting>attributes

Windows:

 Navigate to $\Oracle\Middleware\EPMSystem11R1\products\biplus\bin and run FRConfig.cmd This will open a Java Monitoring & Management Console, Here go to Mbeans Tab -> com.hyperion -> Financial Reporting -> Attributes -> And set these parameters values as below :

HRWebKeepAliveInterval to 20
MinimumConnectionInactiveTime to 900000
CleanUpThreadDelay to 900000

-> Close the Java Monitoring & Management Console
-> Launch Java Monitoring & Management Console again and check if the values are saved 

-> Restart Financial reporting Web application service and check for the issue
